Savings Banks Account Number Portability

Government working on savings banks account number portability 

Financial services secretary, DK Mittal has said that the government is working on savings banks account 
number portability. This comes at a time when the central bank, Reserve Bank of India has favoured looking into the matter once every account holder has a number issued by the Unique Identification Authority of India or UIDAI.Mittal, however, said that banks would have to work on identification code, know your customers (KYC) norms and core banking solution ( CBS) for implementing the savings bank account number portability. 

"We want to do it (savings a/c number portability). Right now there are some technical problems...we have identified them. We will overcome them soon," he said.

Earlier RBI's deputy governor KC Chakrabarty had also said that account number portability remains a challenge in terms of technology.. 

The move would help customers change banks, without the need of going through the KYC norms again. 

As of now there is no country which offers complete bank account number portability, though rudimentary form is available in some European countries such as Sweden. 

On the issue of capital infusion in state run banks, Mittal said that capital infusion in PSU banks would be completed by the end of this fiscal. "We will complete the process of bank recapitalisation by March 31," he said. the government has made budget provision of Rs 6,000 crore for capital infusion in PSU banks in the current fiscal.

Mind reading, biometric passwords could soon be a reality


Imagine a world where you don't have to pay power bills because you are able to create energy for your requirements, or you can read the mind of the person sitting next to you.
Or, imagine walking up to an ATM machine to securely withdraw money by simply speaking your name or looking into a tiny sensor that recognises the unique patterns in the retina of your eye.
All this might sound like science fiction but according to technology giant IBM, these could become reality in the next five years.
IBM has unveiled its sixth annual 'IBM Five in Five', a list of innovations that have the potential to change the way people work, live and play over the next five years.
According to the company, technological advances in the coming years will enable people to utilise the energy they create through everyday activities for their power needs.
"Advances in renewable energy technology will allow individuals to collect this kinetic energy, which now goes to waste, and use it to help power our homes, workplaces and cities," IBM said in a statement.

So, imagine attaching small devices to the spokes on a bicycle wheel that recharge batteries as one peddles along. One would not only reach their destination in an eco-friendly manner, but also power some of the lights at their home.
Another innovation IBM believes could soon become a reality is mind reading.
"IBM scientists are researching how to link your brain to your devices, such as a computer or a smartphone. If you just need to think about calling someone, it happens. Or you can control the cursor on a computer screen just by thinking about where you want to move it," IBM said.
Scientists in the field of bioinformatics have designed headsets with advanced sensors to read electrical brain activity that can recognise facial expressions, excitement and concentration levels, and thoughts of a person without them physically taking any actions, it added.
IBM said within 5 years, one would begin to see early applications of this technology in the gaming and entertainment industry.
Also, doctors could use the technology to test brain patterns, possibly even assist in rehabilitation from strokes and to help in understanding brain disorders, such as autism.
Another innovation which could be of significance is not having to remember passwords.
"Your biological makeup is the key to your individual identity, and soon, it will become the key to safeguarding it," IBM said.
So, one will no longer need to create, track or remember multiple passwords for various log-ins.

Logging on with a touch or a phrase

Passwords are a pain to remember. What if a quick wiggle of five fingers on a screen could log you in instead? Or speaking a simple phrase?
Neither idea is far-fetched. Computer scientists in Brooklyn are training their iPads to recognize their owners by the touch of their fingers as they make a caressing gesture. Banks are already using software that recognizes your voice, supplementing the standard PIN.
And after years of predicting its demise, security researchers are renewing their efforts to supplement and perhaps one day obliterate the old-fashioned password.

"If you ask me what is the biggest nuisance today, I would say it's the 40 different passwords I have to create and change," said Nasir Memon, a computer science professor at the Polytechnic Institute of New York University in Brooklyn who is leading the iPad project.
Many people would agree. The password has become a monkey on our digital backs - an essential key to our many devices and accounts, but increasingly a source of exasperation and insecurity.
The research arm of the Defense Department is looking for ways to use cues like a person's typing quirks to continuously verify identity - in case, say, a soldier's laptop ends up in enemy hands on the battlefield. In a more ordinary example, Google recently began nudging users to consider a two-step log-in system, combining a password with a code sent to their phones. Google's latest Android software can unlock a phone when it recognizes the owner's face or - not so safe - when it is tricked by someone holding up a photograph of the owner's face.
Still, despite these recent advances, it may be premature to announce the end of passwords, as Bill Gates famously did in 2004, when he said "the password is dead."
"The spectacularly incorrect assumption 'passwords are dead' has been harmful, discouraging research on how to improve the lot of close to two billion people who use them," Cormac Herley, a researcher at Microsoft, the company that Mr. Gates founded, wrote in a recent paper. Mr. Herley suggested instead that developers try "to better support the use of passwords" - for example, by helping people protect their wireless connections from eavesdroppers. "Passwords," Mr. Herley continued, "have proved themselves a worthy opponent: all those who have attempted to replace them have failed."
The touch-screen approach of Professor Memon in Brooklyn works because, as it happens, each person makes the same gesture uniquely. Their fingers are different, they move at different speeds, they have what he calls a different "flair." He wants logging in to be easy; besides, he said, some people find biometric measures like an iris scan to be "creepy." In his research, the most popular gestures turned out to be the ones that feel most intuitive. One was to turn the image of a combination lock 90 degrees in one direction. Another was to sign one's name on the screen. In principle, the gesture can be used to unlock a device, or an app on the device that safely holds a variety of passwords.
Despite their resilience, passwords are weak, notably because their users have limited memories and a weakness for blurting out secrets. Most people need dozens of them, and they tend to pick ones that are so complex they need to be written down, or so simple they can be easily guessed. Recently, criminals have become adept at stealing passwords by sneaking malicious software onto computers or tricking users into typing them into an illegitimate site.
Companies like Facebook and Twitter have sought to address the frustration with passwords by allowing their usernames and passwords to open the door to millions of Web sites, a convenience that brings obvious risks. A thief with access to a master username and password can have access to a host of accounts.
Rachna Dhamija, a California computer scientist turned entrepreneur, sought to combat those weaknesses by breaking up the password. The user first logs in to the service that Ms. Dhamija built, UsableLogin, and signs in with her own partial password. Behind the scenes, the service verifies that the user is on an authorized device, and pulls the third piece from the cloud, generating a unique password for any Web site that the user wants to log in to - Facebook, for instance. In other words, one piece of the password rests with the user, another is stored in her device, and a third piece is kept online.
"You take a secret and you spread it across," said Ms. Dhamija, whose service was recently acquired by Webroot Software, based in Broomfield, Colo. "You're spreading the risk. The password is not stored in its whole form anywhere."
But even if a user has been authorized at the start of a session, what if someone else gains access to her computer an hour later? Darpa, the Defense Department's technology research arm, has invited security researchers to develop ways to verify a user every instant, based on the way the individual uses the machine - "for example, how the user handles the mouse and how the user crafts written language in an e-mail or document," it explains on its Web site.
Each of these techniques is driven by the notion that a password alone is an insufficient means to verify online identity. Think of them as a fortification: a password-plus. Many companies use a smart card or a security "dongle" - a small piece of hardware that plugs into the computer and functions as a key - as that second step of verification to allow access to internal networks. Today, biometrics - an individual's unique physical traits - are emerging as an alternative.
At least a half-dozen banks in the United States ask their customers to verify who they are by reciting a two-second phrase to a computer over the phone, in addition to punching in their PINs. It could be as simple as "at my bank," and a million customers could recite the very same phrase and still sound unique, according to Nuance Communications, a company based in Burlington, Mass., that makes the technology.
As mobile phones become bodily appendages for people worldwide, they too are emerging as instruments to verify identity. Google introduced its two-step process earlier this year. It sends a six-digit code to an application on a Google user's cellphone to be entered, along with a password, when signing onto a Google account on a computer or tablet. The code can also be sent as a text message for those who don't have smartphones, or it can be conveyed through a phone call.
The extra step is not mandatory, and the company will not say how widely it has been adopted. But as vulnerable as passwords are to theft and compromise, Google says, it is increasingly important for a user's identity to be verified through another channel - a cellphone, in this case.
"I think we'll start to see people using their mobile devices as their pervasive identifiers," said Brendon Wilson, a security researcher at Symantec. "The password will no longer be the final arbiter that you are you. You will see layers on top."

Chennai to be included in digital mapping exercise soon

Mapping of utilities, a tool to identify gaps in civic amenities, may soon cover more areas in major cities, including Chennai, with the National Informatics Centre planning to suggest measures for suitable modifications to the Ministry of Defence guidelines on digital map data handling.
This follows an appeal to this effect to the NIC from officials of the civic bodies of Chennai, Mumbai, Kolkata, Bangalore, Ahmedabad and Hyderabad, at a meeting in New Delhi last week. The officials pointed to the existing restrictions pertaining to various aspects of geo-reference maps, starting with collecting and disseminating information about certain areas and facilities.
Sources in the Chennai Corporation said that though it was unlikely that all restrictions would be removed, on account of strategic reasons, there are some areas where an amount of freedom can be expected. A more detailed digital map, they added, would help plan civic amenities better.
The benefit of any change in the Defence Ministry guidelines is expected to be more pronounced for the expanded areas of Chennai since the digital mapping project is yet to be launched there. Moreover, many of these areas also host sensitive installations.
The utility mapping is used for improving solid waste management, roads, traffic management and infrastructure development and helps in preparing plans at the ward level. Apart from Chennai Corporation, various agencies in the city have initiated digital mapping projects, including for disaster preparedness and urban planning and development.
The Corporation is also developing a Geographical Information System (GIS) based on the digital mapping.
As the Corporation has been expanded from 174 sq km to 426 sq km, there is an urgent need of data pertaining to digital mapping of the urban landscape for better planning and improvement of civic amenities, sources added.

Lokpal and Lokayuktas Bill 2011 Introduced in Lok Sabha


Government today introduced in Lok Sabha the  Lokpal and Lokayuktas Bill, aimed at setting up the body of Lokpal at the Centre and  Lokayuktas at the level of the States. Government also introduced a Bill for amending the Constitution for conferment of Constitutional status on both bodies.  Government also withdrew earlier Lokpal Bill, 2011 as it decided to introduce a new comprehensive Lokpal and Lokayuktas Bill, 2011 Bill after consideration of the suggestions made by the Parliamentary Committee which recommended significant changes in the scope and content of the earlier Bill.

The salient features of the proposed new Bills are as under:-

Focus on improving accountability

Ø       Establishment of new institution in the Constitution called  Lokpal for theUnion and Lokayukta for the States.  These autonomous and independent bodies, shall have powers of superintendence and direction for holding a preliminary inquiry, causing an investigation to be made and prosecution of offences in respect of complaints under any law for the prevention of corruption.


Ø       The Bill provides a uniform vigilance and anti corruption road map for the nation, both at Centre and States. 

Ø       The Bill institutionalizes separation of investigation from prosecution and thereby removing conflict of interest as well as increasing the scope for professionalism and specialisation.

Structure of the Institution:

Ø       Lokpal will consist of a Chairperson and a maximum of eight Members of which fifty percent shall be judicial Members.

Ø       Fifty per cent of members of Lokpal shall be from amongst SC, ST, OBCs, Minorities and Women. 
Ø       There shall be an Inquiry Wing of the Lokpal for conducting the preliminary inquiry and an independent Prosecution Wing.
Ø       Officers of the Lokpal to include the Secretary, Director of Prosecution, Director of Inquiry and other officers.
 Process of selection:
Ø       The selection of Chairperson and Members of Lokpal shall be through a Selection Committee consisting of –
§         Prime Minister;
§         Speaker of Lok Sabha;
§         Leader of Opposition in the Lok Sabha;
§         Chief Justice of India or a sitting Supreme Court Judge nominated by CJI;
§         Eminent jurist to be nominated by the President of India

Ø       A Search Committee to assist Selection Committee in the process of selection. Fifty per cent of members of Search Committee shall be from amongst SC, ST, OBCs, Minorities and Women.
Jurisdiction:

Ø       Prime Minister to be brought under the purview of the Lokpal with  subject matter exclusions and specific process for handling complaints against the Prime Minister.  Lokpal can not hold any inquiry against the Prime Minister if allegations relate to:
§         International relations;
§         External and internal security of the country;
§         Public Order;
§         Atomic energy
§         Space.

Any decision of Lokpal to initiate preliminary inquiry or investigation against the Prime Minister shall be taken only by the Full Bench with a majority of 3/4th.  Such proceedings shall be held in camera.
Ø       Lokpal’s jurisdiction to include all categories of public servants including Group ‘A’, ‘B’, ‘C’ & ‘D’ officers and employees of Government.  On complaints referred to CVC by Lokpal, CVC will send its report of PE in respect of Group ‘A’ and ‘B’ officers back to Lokpal for further decision.  With respect to Group ‘C’ and ‘D’ employees, CVC will proceed further in exercise of its own powers under the CVC Act subject to reporting and review by Lokpal.
Ø       All entities receiving donations from foreign source in the context of the Foreign Contribution Regulation Act (FCRA) in excess of Rs. 10 lakhs per year are brought under the jurisdiction of Lokpal.
Ø       Lokpal will not be able to initiate inquiry suo moto.
Other significant features of the Bill
Ø       No prior sanction shall be required for launching prosecution in cases enquired by Lokpal or initiated on the direction and with the approval of Lokpal. 
Ø       A high powered Committee chaired by the Prime Minister with leader of the opposition in the Lok Sabha and Chief Justice of India as members,  will recommend selection of the Director, CBI.
Ø       Provisions for confiscation of property acquired by corrupt means, even while prosecution is pending.
Ø       Lokpal to be final appellate authority on all decisions by public  authorities relating to provision of public services and redressal of grievances containing findings of corruption.
Ø       Lokpal to have power of superintendence and direction over any investigation agency including CBI for cases referred to them.
Ø       The Bill lays down clear time lines for :
§         Preliminary enquiry – three months extendable by three months.
§         Investigation – six months extendable by six months.
§         Trial – one year extendable by one year.
Ø       The Bill proposes to enhance punishment under Prevention of Corruption Act :
(a)     Maximum punishment from 7 years to 10 years
(b)     Minimum punishment from 6 months to 2 years
Ø       The Bill proposes to give legal backing to Asset Declaration by public servants.
Ø       The Bill also seeks to make necessary consequential amendments in the Commissions of Inquiry Act, 1952, the Prevention of Corruption Act, 1988, the Code of Criminal Procedure, 1973, the Central Vigilance Commission Act, 2003, and the Delhi Special Police Establishment Act, 1946.

The History and starting Point of Postal Services in various Countries



Historical references to postal systems in Egypt date from about 2000 BC. The Persian Empire under Cyrus the Great (6th century BC) used a system of mounted relay messengers. The riders would stop at regularly placed posthouses to get a fresh horse or to pass on their packets of dispatches to another messenger for the remainder of the distance.

On the other side of the world, in China, a posthouse service had been started early in the Chou Dynasty (ruled 1122-221 BC). It was used mostly to convey official documents. The far-reaching system consisted of relays of couriers who changed horses at relay posts 9 miles (14.5 kilometers) apart. The system was enlarged under the Han Empire (202 BC-AD 220), when the Chinese came in contact with the Romans and their postal system.


The Roman Empire built the most advanced postal delivery system known until that time except for the service in China. Its area was the whole Mediterranean world. Reliable communication from Rome to governors and military officials in faraway provinces was a necessity. Rome met the need by developing the cursus publicusliterally, "public course" a state-sponsored series of post roads with relay stations at intervals. The speed with which government dispatches and other mail could be carried about the empire was not equaled again in Europe until the 19th century. Using the relay stations, riders could cover about 170 miles (270 kilometers) in a 24-hour period.

Railways to Accept “Aadhaar” as Additional Identity Proof for E-Ticketing & Tatkal Scheme

As “Aadhaar” is covered under the heading ‘Photo Identity Card Issued by Central/State Government’, the Ministry of Railways has decided to specifically incorporate and indicate “Aadhaar” as one of the proofs of identity acceptable for undertaking journey on e-tickets as well as under Tatkal scheme. Hence, the number of proofs of identity to be accepted for undertaking journey on e-tickets as well as under Tatkal scheme will now become 9 (nine) as mentioned below:

(i) Voter Photo Identity Card issued by Election Commission of India. 
(ii) Passport
(iii) PAN Card issued by Income Tax Department
(iv) Driving License issued by RTO
(v) Photo Identity Card issued by Central/State Government
(vi) Student Identity Card with photograph issued by recognized School/college for their students. 
(vii) Nationalized Bank Passbook with photograph 
(viii) Credit Cards issued by Banks with laminated photograph and
(ix) Unique Identification Card “Aadhaar”

Tribal Education Loan Scheme

The National Scheduled Tribes Finance and Development Corporation (NSTFDC) has launched an Education Loan Scheme for students belonging to scheduled Tribes in the country in the month of November, 2011.

The requirement for availing benefits of the scheme are that the annual family income of the Scheduled Tribe candidate shall be upto double the poverty line and the candidate is willing to pursue technical/professional education, including Ph.D. in India conducted by colleges/universities approved by UGC/Govt./AICTE/ICMR etc.

The details of rule & guidelines etc. of this scheme to avail its benefits are as below:

• NSTFDC would provide concessional loan to eligible Scheduled Tribe students for professional and technical courses including Ph.D in India conducted by colleges/universities approved by UGC/Government/AICTE/ICMR etc.



• A Scheduled Tribe having annual family income upto Double the Poverty Line (DPL) would be eligible. The present DPL limit is Rs. 39,500/- per annum for rural areas and Rs. 54,500/- per annum for the urban areas.

• Loan would cover expenses towards Admission/Examination/ Library/Laboratory/Tuition Fee, Boarding and Lodging, Caution Money, Building Fund/Refundable Deposit, Books Stationery items, Computer, Equipments/Instruments, Study Tours, Project Work/Thesis, Insurance Premium for student and any other expenses towards completion of course. 90% of expenditure/deposits for entire duration of the course subject to a maximum loan amount of Rs. 5.00 lakh (five lakh rupee) per eligible family.

• 6% per annum chargeable form the beneficiary.

• After the moratorium period (Course Period plus one yea or six months after getting job, whichever is earlier) within next 5 years subject to maximum period of 10 years.

• The eligible students should apply to the respective State Channelising Agencies of NSTFDC located in his/her domiciled State/UT in the prescribed format along with copies of the requisite documents.

The above information was given by the Minister of State for Tribal Affairs Shri Mahadeo Singh Khandela in the Rajya Sabha today.

CBSE Conducts All India Pre-Medical/Dental Entrance Examination

Medical Entrance Examination

The Central Board of Secondary Education (CBSE) conducts All India Pre-Medical/Pre-Dental Entrance Examination only for 15 per cent seats in the Government Medical/Dental Colleges in the country and candidates can opt for question paper either in English or in Hindi. For the remaining 85 per cent seats, the States conduct their own entrance examination and have the liberty to conduct it in their respective regional languages and, as such, there is no ban on use of regional languages as a medium for medical entrance examination 

The Supreme Court, in Simran Jain case, has accepted the proposal of the Medical Council of India (MCI) to conduct common entrance test viz. National Eligibility and Entrance Test (NEET) for admission to Under Graduate (UG) and Post Graduate (PG) medical courses in the country and directed the Council to take such steps as are necessary to implement the NEET. Accordingly, the Central Government has constituted a Committee to finalize the modalities for implementation of NEET


A few State Governments have expressed apprehensions about the proposed NEET inter alia relating to medium of the test. The Central Board of Secondary Education, which is the agency for conducting NEET for UG, has constituted an Advisory Committee consisting of Members from States to address the issues of admission processes prevalent in various States like reservation, medium of test, etc. 

The above information was given by the Minister of Health & Family Welfare Shri Ghulam Nabi Azad in the Rajy Sabha today.

WHAT IS NSTSE?


National Level Science Talent Search Examination

NSTSE is a diagnostic test which actually helps students improve.
Unlike regular tests which try only to find out how much a child knows (or has memorized), NSTSE measures how well a student has understood concepts and gives detailed feedback on the same, to help them improve.
Thus NSTSE helps each student know whether he/she has actually understood a concept early on so that immediate action can be taken. Often students have conceptual gaps which increase as they progress and when they reach the higher classes, they develop a "phobia" for the subject.
School tests - including board exams - tend to be superficial, testing what children have memorised. But the important skills like the ability to think independently and reason logically - critical in today's world - are often not emphasised in school tests.

The focus on fundamentals is so important that when the child finishes studies he/she will have to face the competitive world armed with these fundamentals. Even while opting for higher studies, the student has to go through a complete scan of what he/she knows and how much. Exams like IIT-JEE, AIEEE, AFMC, AIIMS, GRE, GMAT, CAT etc., are so designed to test the fundamental strength of student. Hence the need of the hour is building the fundamentals base as strong as possible.
This exactly is the philosophy behind the Unified Council's NSTSE.
NSTSE is unlike other tests in many different ways. It
  • has interesting questions that require thinking, not simply recall.
  • provides detailed skill-wise feedback highlighting strengths and weaknesses
  • provides a benchmark of the student's performance with peers all over the country.
Thus, NSTSE focuses on IMPROVEMENT rather than comparison or grading. It also reduces the stress of exams by checking UNDERSTANDING rather than FACTS.
