2. DELEGATES ACCOMMODATION

An Accommodation Committee has been constituted with Comrades Mahabir Singh Circle Secretary P4 and Comrade Chauhan Circle Secretary Postal Accounts. System Administrator Comrades will also be Members of this Accommodation Committee.

There are two accommodations for the stay of Delegates from distant circles as follows. Delegates are requested to deeply study the details herein:

(a) Garwal Bhawan: This Place is very nearer to the Bapu Samaj Sewa Khendra and in between the Chief PMG Office and Bapu Samaj. This place is having accommodation for 250 Delegates. Accommodation will be made available for us after the lunch time of 20th November 2009 by the Management. However, Delegates reaching there before that also will be able to keep their luggages in a room until accommodation is made available to us after the lunch time. 250 Delegates can stay here on 20th, 21st and 200 Delegates can stay on 22nd also in the same place. This place we have to vacate on 23rd morning. The Comrades of TRANSPORT COMMITTEE will guide the Delegates from the three Railway Stations of Delhi , New Delhi and Nizamudin. Delegates coming by Flight are requested to book 'Pre-Paid Taxis" from the booking booths / counters situated inside the Airport itself since the charges are reasonable only. They have to mention that the destination is 'Jhandewalan". Taxi Fare will be within 200 only. Similarly Delegates from adjoining circles coming to Delhi by Bus to ISBT [Inter State Bus Terminal] are requested to take the Delhi Metro from the 'Kashmere Gate Metro Station' to 'Jhandewalan" Metro Station. Jhandewalan Metro Station is easily reachable from Delhi and New Delhi Railway Stations also from the adjoining Metro Stations.

(b) Chugh Dharmsala: This place is near the CNG Gas Station, No.8, Udyan Marg, Gole Market, New Delhi – 110001. Arrangements for the stay of 70 Comrades have been made here for two days on 20th and 21st November 2009 in the BASEMENT HALL. However another 20 – 30 comrades can adjust to stay here. This place we have to vacate on the morning of 22nd November 2009. Delegates will be guided by the TRANSPORT COMMITTEE as to how to reach this place by Autos / Taxis from Railway Stations.

(c) Therefore arrangements for the stay of around 320 to 350 comrades have been made. In addition to this around 35 comrades can stay in our union offices of NFPE, P3 [Shalimar Bagh] and R3 [Guest House in Kali bari Marg].

(d) The arrangement for stay includes beddings. However due to expected winter Delegates are requested to bring their sweaters and one blanket for their journey in train.

3. TRANSPORT COMMITTEE:

A Transport Committee under the incharge of Comrades Amar Pal [Circle Secretary R3] and Com.Harinder Singh [Circle Secretary R4] has been formed. In addition Delhi based System Administrators also will be in this committee. The Phone Numbers of Important Delhi based System Administrators, All Circle Secretaries, All CHQ / NFPE Offices and General Secretaries have been provided separately for the benefit of contacting any one. Delegates are requested to contact the Members of the Transport Committee to inform of their arrival. However all Delegates are informed that the TRANSPORT COMMITTEE Members will be awaiting your arrival in the RMS OFFICES in all the three major Railway Stations in Delhi, New Delhi and Nizamudin. Delegates are requested to reach the RMS Offices in the Railways Stations from where they would be guided by the TRANSPORT COMMITTEE Members.

4. FOOD COMMITTEE

Arrangement for Tea [12.00 Hrs] and Lunch [13.30 Hrs] in the forenoon session of Seminar; Tea with Snacks [17.00 Hrs] and Dinner [20.00 Hrs] during afternoon session of Seminar will be arranged for Delegates.

Food Committee will function under the Charge of Com.R.P.Malhotra Circle Secretary Admn Union. System Administrators will also be members.

5. CREDENTIAL COMMITTEE

A Credential Committee under the Charge of Com. Rajkumar Treasurer of NFPE has been constituted. Comrade Balwinder Singh P3 CHQ Treasurer and Comrade Jagdish Prasad R3 CHQ Treasurer also will be Members of this Credential Committee. The Credential Committee will sit in the Seminar Hall Main Entrance from 8.00 A.M onwards and will be distributing the Folder of Seminar Papers and Coupons for Lunch / Dinner to the Delegates on receipt of Delegate Fee of Rs.250/-. Some responsible NFPE Comrades will be assisting the Treasurer NFPE in this task and some System Administrators also will be assisting.

System Administrators are requested to prepare a neat list of all the Names of Participants in the Seminar with the Divisions to which they belong in the Credential Forms. Credential Forms will be supplied by the Credential Committee but however for making the process simple and easy, the copy of the Credential Form has been placed in the NFPE Website for downloading. Leading System Administrator Comrades are requested to download a copy and fill up the same well in advance and as soon as they arrive in the Delegate Camp they are free to hand over the same along with the Delegate Fee to the Credential Committee. As far as possible, the leading and responsible System Administrators from each Circle are requested to submit a single list of all Delegates from their Circles. This will enable the organisers to commence the Seminar at the correct time without unnecessary delay.

6. HALL COMMITTEE

A Seminar Hall Committee will function under the Charge of Comrade Aishveer Singh Circle Secretary P3. The Hall Committee will look after the smooth conduct of Seminar.

7. PUBLICITY COMMITTEE

A Publicity Committee with two General Secretaries viz., Com.Ishwar Singh Dabas [General Secretary P4]; and Com. Giriraj Singh [General Secretary R3] has been constituted. System Administrators of Delhi will keep contact with these leaders and assist in publicity related task. This Committee will make arrangements for wall poster publicity in Delhi Circle in all Railway Station RMS Offices and Major Postal and Administrative Offices. Invitations are being printed but the same will be sent to Circle Secretaries and one leading System Administrator in each circle for information. The copy of INVITATION will be placed in our websites within a day or two.

8. COMMUNICATION WITH HEADQUARTERS.

System Administrators are all requested to keep in touch with the headquarters through email preferably on any issue or arrangement or doubt. Since most of the General Secretaries and the Secretary General NFPE will be attending important meetings in different Circles during the 3rd November to 13th November 2009, contact through Email maintenance will help in plugging any loop holes in the arrangements. DEPARTMENT OF POSTS AWARDED TECHNOLOGY CONTRACT TO ACCENTURE

Department of Post Selected Accenture to Design and Develop New Information Technology Architecture and System

The Department of Post (DoP) has awarded a 45-month information technology (IT) modernization contract to Accenture (NYSE: ACN) to design a new enterprise IT architecture and migrate the DoP to a more efficient, reliable and user-friendly IT system.

Accenture also will advise DoP on the development of a wide-area network environment that helps connect all post offices on which various online services can run, and will study the feasibility of implementing an enterprise solution for the department's core banking and advanced financial services.

"The technology enablers will help DoP transform itself by increasing operational performance and achieving efficiencies through "last mile" connectivity," said Krishna G.V. Giri, who leads Accenture's Management Consulting practice within its Health & Public Service operating group in the Asia Pacific region. "Armed with greater speed, efficiency, and flexibility at DoP, the government will be much better positioned to share various social schemes, such as the Mahatma National Rural Employment Guarantee Scheme, with even the most remote citizens."

Accenture's work began in September with a business process re-engineering (BPR) exercise across key departments and core operations, such as mail operations, banking and advanced financial systems. Following the BPR exercise, Accenture will help select and monitor a vendor to enable the DoP to consolidate its technology infrastructure and applications.

The project is designed to help the DoP drive greater revenue and regain market share in different services and products, including bill payment, e-posts, life insurance, money transfer and banking.

According to Giri, DoP expects that the technology upgrade also will benefit citizens via speedier and more efficient banking and insurance services, track and trace abilities, and retail services. In addition, DoP will be able to compete effectively against local and international courier companies and increase revenue in the mail and logistics business.

Arrears calculator for GDS Employees

Arrears calculator for GDS Employees ( dtd 14/10/2009)


The GDS pay scale has been revised by the Sixth Pay Commission and consequent on this, payment of proportionate arrears has become due. In order to help the offices using Meghdoot Accounts in this job, a new application titled GDSArrears.exe is designed to work as an extension of the main accounts module.

Please note that this application can be used to draw arrears to GDS only on account of sixth pay commission implementation.

Please download the GDSArrears.exe along with the Config.xml file and copy it to any location in the system. First time when you are running the exe then it will prompt to enter the server name where accounts database resides. Give the accounts server name. Now the application is ready for use. To enter the server name manually, open the Config.xml file with notepad and enter the name of the server where the Accounts database resides. Alternatively, you can copy the exe to the folder where Accounts is installed in which case, the application can be executed easily.
